Description
After months of speculation and questions on the development process, scope, and future implications of states’ HCBS transition plans, in April 2016, Tennessee became the first state to receive CMS final approval on its State Transition Plan. Two months later, Ohio and Kentucky followed with initial approval from CMS. With the majority of states still waiting to receive initial approval of their own plans, what lessons can we glean from providers’ experiences in Tennessee, Ohio, and Kentucky that other providers can leverage to influence the plan development and implementation processes in their own states? Our panelists from these three states will share their perspectives on highlights of their state plans, their lessons learned from the plan development process to-date, and what they’re anticipating in the next phase of HCBS implementation in their states.
Speakers
Robin Atwood, Executive Director, Tennessee Community Organizations (TNCO)
Robin has 30 years of experience in association and organizational nonprofit executive management. She has been the executive director of the Tennessee Community Organizations (TNCO) since 1999. Also since 1999, Robin has served as executive director of CMRA which is the state of Tennessee’s central nonprofit agency for administering its set-aside procurement program providing job opportunities through government contracts to Tennesseans with disabilities. Prior to working with TNCO and CMRA, Robin was the Tennessee Bar Association’s programs director for six years, 1993-1999. She also held executive management positions with the Tennessee Trial Lawyers Association, 1990-1993, and the Tennessee Chiropractic Association, 1986-1990. Robin is a past president of the Tennessee Society of Association Executives (TSAE), 2002. She is the recipient of numerous awards from TSAE and the American Society of Association Executives (ASAE). Robin obtained a Bachelor of Science degree in Mass Communications from Middle Tennessee State University in 1985. Prior to her positions in nonprofit management, Robin was a broadcast and print journalist.
Mark Davis, President, Ohio Provider Resource Association (OPRA)
Mark Davis has over 25 years of executive and management experience within the human services industry. His background includes strategic planning, training, budgeting, project management, business development, community relations, public policy, marketing, and software development coordination. Mark has consulted nationally with public and private organizations on policy, strategic, and operational issues, and with state and local governments, aerospace industry suppliers, utility companies, human service providers, self-insured health plans, and integrated healthcare delivery systems. Mark currently serves as Co-Chair for Advocates for Ohio’s Future, a broad-based human services coalition of over 260 organizations. He also serves as Chair of the ANCOR State Associations Executives’ Council and as a member of the ANCOR Board. He earned his B.S. in Early and Middle Childhood Education from The Ohio State University and his M.S. in Counseling from Youngstown State University.
Shannon McCracken, Executive Director, Kentucky Association of Private Providers
Shannon McCracken is a leader when it comes to supporting the needs of people with developmental and intellectual disabilities. After a decade of experience at the two largest SCL agencies in Kentucky, she made the decision to embrace a new opportunity and start her own company, Commonwealth Case Management. While in the field, Shannon has won numerous national awards and served in multiple leadership positions, most recently with the Kentucky Association of Private Providers (KAPP). From November 2009 – 2012, she served as the Vice-President of Public Policy for the KAPP Board of Directors and served as President from 2012-2015. In 2016, KAPP made a significant investment in its future and offered Shannon a full-time position as the State Executive Director. Being so involved has enabled Shannon to stay at the leading edge and have a great understanding of what it takes to support people with disabilities.
